in order to ensure those who have played a part in destroying communities also play a part in rebuilding them and therefore take some responsibility for what they done. Clearly most will be unable to pay for the damage they have caused yet many of those charged would be able to play significant roles in cleaning up and rebuilding their communities . This will also be a visible sign that we do not tolerate people destroying communities and criminal.
