Rejected petition TESTS TO BE A PARENTS

Before any person is legaly able to have a child they should be given a test to make sure they know how to rise a child and teach them right from wrong.
If someone has a child before taking this test they should be force to take it and if they fail then a course should be put in place which they legally have to take so that they are educated in how to rise a child and the importants of teaching them right from wrong.

A big problem with young people is that they are more or less being rised by a child that do not know how to rise there child properly and teach them how to treat people and other peoples property and basic right and wrong and the importance of it.
