If you need treatement from the NHS through alchohol abuse, for example a tripping over and breaking your arm drunk or other self inflicted injury then you should be forced to repay your debt by disclosing your national insurance number prior to treatment and this be paid back in micro amounts 50p per week so there's no real impact on the payer, but the debt should be paid back over the course of their life.
