Replacing all cash benefits with food, travel and clothing vouchers so that those under benefits are not able to buy cigarettes, alcohol and luxury items with taxpayers money.

This would encourage those abusing society to start bringing themselves back into work, which can today be facilitated with the current apprenticeship and employment schemes availble to those claiming benefit.
