Raising children is such an important responsibility (perhaps _the_most_ important) that we simply cannot leave it at random / animal instincts.
Make it law that children are not to be born into this world unless their parents are responsible, educated, moral, law abiding adults that have enough commitment (including material, or at least potential) to raise a child.
