Councils are too large and remote from the public they serve, and many decisions are made behind closed doors. The public needs to be able to take a more active role in local decision-making. This could be done by:
a) Devolving power to enhanced parish councils;
b) Creating 'forums' which the public could attend and give their views (possibly with voting rights) on local issues.
