Every driver to take a driving ' test' very 5 years. A car is a lethal machine yet there is no regular testing of drivers once hey have gained a full licence. A 5 year 'test' would not ban drivers who fail but would require them to take lessons to get back up to the required standard. This would cut the number of accidents on our roads.
