Make prisons so horrible than citizens will avoid being sent there. A strict no touching at visits to prevent contraband and drugs. No TV, perks or pay. Work to be paid in remission of sentence, 1 weeks work for one days remission. Repeat offenders on solitary for the whole of their sentence. No concessions, no rights, no vote until they have earned the right to be a citizen.
