I am petitioning for reform of the current NHS complaint system including re-instatement of the NHS Trust Independent Review & re-instatement of the three-step NHS complaint procedure instead of the present two-step procedure, and a review of the excessive powers of the GP, who is the sole person who can refer a patient for a second opinion and is thus uniquely positioned to conceal clinical records that may reveal medical errors .
