Itemise Council Tax by services provided.
Separate Council Tax items into those that are essential and those that may be optional. For example, policing should be seen as essential. However, items such as education and waste collection/disposal may be seen as optional. Education could be supported by those with children or adult education requirements. Waste collection/disposal might not be supported by those not receiving an adequate service.
Include the salary bill for the highest-paid 25% of council employees.
TAXpayers to register options annually. Thereby forcing local authorities to live within the means available from local residents.
