The Government should adopt the principles of the "broken window" theory (sometimes know as "zero tolerance" policing) adopted with highly successful results in New York and Los Angeles, where policing small crimes was found to reduce all crime including serious ones, as a central tenet of law and order policy in the United Kingdom.
