Petition make wheel clampers illegal

I would like to make it illegal for any wheel clamper to clamp a vehicle without the police present to agree it is illegal,as they can be temperamental, or inconsistent and have no formal training, but cause untold problems.
I would hope the fact that they have to get a police officer to attend would make them think twice about clamping innocent drivers.
Preferably I would like to make all wheel clamper's illegal, but at the least think it should be discussed in parliament.
