Make it mandatory for any organisation putting temporary traffic lights in place on the public highway to erect a notice saying who is carrying out the work, what work is being carried out, and how long it is expected to last. The board should display a telephone number in large print so that people can easily contact the organisation carrying out the work with any complaints/comments.
