Create a new threshold structure for VAT.

For example:

Turnover of up to 250k pa = 5% VAT
250k to 1 mil = 10%
1mill to 5 mill = 15%
Over 5mill = 20%

The fat cats can afford, us small businesses can't thats why they are closing/going bust everyday!!!
