Petition Contracts as to bus operators made by County Councils

I recommend that this Government reveues the way County Councils look at contracts as to Bus operators.
When awarding a contract the operator as the suitable requirments in place before being offered a contract.
1: All buses are low floor and are less than 5 years old .
2: Access to passengers with pushchairs , shopping trolleys and suitcases and disabled on each journey.
3: Lowest bidder i not always the best.
4: Servicable buses are checked on a daily basis before and after doing a service.
If an operator fails to meet standards,and complaints are made to VOSA , and county councils the operators contract ceases.
