To combat piracy each househouse should be made to may a "media licence" this will ensure that if people do download illegal movies and music, that they have at least contributed to paying the cost.
And you should still be required to purchase movies and music in shops as standard.
Also it will help to fund britain which is also good!!
This licence should include the use of movies, music, newspapers and other forms of media.
