The Barnett formula was introduced in 1978 and based on population , but is now unfair because the population of England has grown to more than 86 per cent of Britain's total, while the population of Scotland has fallen to only 8.6 per cent.
The government should review the Barnett formula for Scotland and replace it with one based on need.
