Any bodies which chose to impose penalties for failing to comply with their rules should themselves be subject to penalties when they make trangressions. e.g. Local councils, DVLA, HMRC, Car Park Companies, Banks.
The penalty should be double that which they impose and be payable to persons or companies whom they have failed, plus a fee for administration by an independent body to oversee the scheme. Bodies who do not impose penalties will be exempt from the legislation.
