More details
Encourage private buyers and sellers to part-exchange properties. With the housing market pretty stagnant at present it seems a good idea for people who wish to upgrade or downsize to be able to part-exchange properties if suitable. The estate agents seem to give lip service to the idea but don't appear to actively promote it.
