Pensioners with an annual pension of less than £15000 should not be taxed at the same rate as those earning a salary, or pensioners with a pension of more than £15000. The maximum rate of tax for pensioners with pensions of less than £15000 should be 10 pence in the £. This would help lift pensioners out of the poverty trap.
