introduce a curfew for youths in areas high in crime. all under 16's, to be home or at an organised event by 10pm. Develop a reward scheme where those who obey the curfew for the first few months of it being implemented will have the curfew boundaries psuhed later and eventually not apllicable to that person. Those who dont obey will either remain under the curfew of be inprisoned for breaching it. youths charging around the streets with a bottle of strongbow needs to be sorted out.
