Not everybody has the spare land to get a broken down car off the road so even a seriously broken down car now has to be kept taxed and insured. (by seriously broken down, a typical case would be a broken cam-belt and bent valves, a blown head gasket or an exploded gearbox)  As the car cannot be driven it is iniquitous for the insurers to be charging a full premium but they say that \"They have no mechanism for giving a discount\".  Basically to call a spade a spade this is in my honest opinion INSURANCE FRAUD.  Insurers ought to be compelled to give a \"broken down discount\".","committee_note":null,"state":"rejected","signature_count":1,"created_at":"2011-10-19T13:36:48.000Z","updated_at":"2020-02-16T19:27:24.345Z","rejected_at":"2017-06-21T12:35:58.392Z","opened_at":null,"closed_at":null,"moderation_threshold_reached_at":"2011-10-19T13:36:48.000Z","response_threshold_reached_at":null,"government_response_at":null,"debate_threshold_reached_at":null,"debate_scheduled_at":null,"scheduled_debate_date":null,"debate_outcome_at":null,"rejection":{"code":"irrelevant","details":"This is a matter for the insurance industry."},"government_response":null,"debate":null,"departments":[],"topics":[]}}}
