Local Enterprise Partnerships (LEPS) which replaced the Regional Development Agencies will have more knowledge of an arear than a MInister even though the minister is the one who releases the funds. I am just that asking that projects which have match funding from businesses such as a science park which may be half funded by a university can get extra funding from the regional growth fund.
