With Insurance going up becasue of un-insured drivers, and many people dodging road tax, why not add basic third party insurance and road tax to the price of fuel? The more you drive the more you pay. No one can avoid payment as all vehicles require fuel of some sort to operate. Drivers can choose to top up the insurance to fully comp or otherwise. A scheme to claim back tax for exempt drivers could be set up to compensate.
