A government proposal to force the jobless to commit to 30 hours per week is unfair and as such any work done should be paid the national minimum wage as it amounts to work. Therefore the government should make employers pay the national minimum wage for any work undertaken for an employer unless the employee has wilfully entered into a voluntary work agreement.
