Petition Bring Back Building Societies

We used to have, be in this country, a system whereby young people saved money in Building Societies to accrue enough money for a deposit to buy a house.
The societies only purpose was to lend money for houses purchases.
I propose the government orders the banks that we, the tax payers own, to re-install this simple, tried and tested system of saving for the intention of house purchase.
