I think that cars etc that have the font and spacing of the numbers and letters on their number plates adjusted should be treated as if they have no insurance and have their car impounded by the police.
They cant have their car back until they disclose who made the number plates, then this person should have all their equipment seized, and be fined
They cant have their car back until they supply the correct number plates.
It should also incur points not just a fine,
