Petition Decriminalization of Marijuana

A viable way to allow people to grow their own Marijuana whilst allowing the government to maintain control. What if the government issued a personal licence to grow 5 plants at home for your own use?. At anytime, Night or day, They could come & inspect your property to make sure you have no more than 5 plants at any given time. If you are caught with it on the street, Selling it or have more plants than allowed, You are banned from growing for a set period, Your equipment seized & you are fined in the first instance with the possibility of jail sentences for subsequent violations. The licence could cost £500 per year & all money from licences, Fines, Selling off of seized equipment & seized Marijuana (sold in government shops), Going towards education & health. It's. This way the government maintain control, Generate revenue & more importantly, Take it out of the hands of criminals.
