The choice to smoke or not to smoke is a personal choice and as the environment in a car is enclosed and poses no risk to passerby's etc then it should remain a person choice.
I say the Government should leave the choice up to the individual and not pass unnecessary laws concerning this we have too many as it is on this matter.
