The vagarities of the weather and sea state, and many other matters make reporting ones' intentions 24hrs ahead a nonsense. Also, this proposal is likely to be illegal under EU Law. Further, the cost of operating this system will out of all proportion to its actual benefits. The Government should drop the proposal to extend e-border reporting to Leisure Sailors.
