Petition Car insurance to pay for only damage to property

Car insurance premiums to be used to compensate for only damage to property.
Injury to people to be covered by the existing Criminal compensation scheme, i.e. payouts to be limited to current categories loss of limb, sight, death etc. The additional cost of operating this scheme to be paid by placing a levy on Road Tax.
Car insurance will be more affordable for everyone in society. Fraudulent claims will be kept to a minimum if not eliminated.
