I would say the government should make it law so that our country has registered governed breeders, people who are not registered breeders should be fined, and people should be made to have there pets spayed/neutered and govern it all by bringing back the dog license but have it for all over bred pets not just dogs to try and free up much needed space in the countries animal sanctuaries in turn means less animals being put to sleep due to no fault of their own.
