Rejected petition Remove discrimination by different authorities on speeding laws

When individuals are given points for speeding some counties give the oppertunity for a speed awareness course , others do not and have to take the points for five years on insurance policies. People who take the awareness course do not receive the points on their licence , this is discrimination if laws are applied in different ways.
