That the goverment debate that all pedal cyclist should be issued with a driving licence with a new group for pedal cyclist in order to record offences that are endorseable commited by them so they can be disqualified as other vehicle classes and as a meams to identification.That pedal cyclist have insurance to cover damage caused to other vehicles/people when involved in road traffic collisions.This may make them more responsible roas users.
