To require that anyone who rides in the course of a business or for commercial gain to hold a full driving licence for the vehicle.
This will improve road safety by requiring all riders who are riding for gain or in the course of a business to have passed the appropriate test.
This will hopefully improve riding skills of couriers, pizza delivery riders and traffic wardens.
