Disabled people will be the only part of society that will have to pay twice for parking.
How Blue Badge holders will be charged twice:
1. Councils have increased the cost of issuing a blue badge by 500%.
2. With effect from April 2012 councils will start charging Blue Badge holders to park in disabled bays.
