Regional Pay: Who decides where? In rural areas we already see efforts to stem the flow of our youth migrating and communities dying - will this help? If Mr X in Liverpool does the same as Mr Y in Glasgow yet Mr X is in a higher paid region - is he any better than Mr Y?
