Divert rivers to fill resevoirs before allowing it to run to sea.
Last time I checked the seas were full! yet; rivers run from the land INTO the sea and its wasted.
I propose that rivers are first piped to divert water to store before allowing it to run to waste.
This would ensure our supplies were always full.
