Petition New law on disrupting the nation

I would like the government to look at creating a new law to deal with individuals or groups that disrupt or spoil national or international events or services in order to further their cause.
I firmly believe in the right to free speech and protest but they should be within reasonable limits and proportional.
The princpal should be based upon proportional protest i.e. You cannot disrupt the world cup final to protest about the closure of a local pub. But if you were compalining about lack of action by the UN then that may be in proportion.
