The government should debate the instigation of a British backed new UN Initative calling for the establishment of an Independent Autonomous Sovereign State/s for the Native North American Indians in both the USA and Canada.
Aid for the building of the State/s should be made through huge compensation claims. (In the order of trillions of dollars.)
