Petition EU subsidies wasted

The subsidies that the EU gives out come out of all our pockets effectively as a European Union Tax.
Much of this money is wasted by member states such as Spain with the unfinished Desalination Plant program. This money is therefore effectively squandered by the EU and its ministers, this sort of waste needs to stop immediately and better policies need to be formulated that ensure Value for Money in all EU subsidy’s and that this is effective EU wide.
