Stop all Authorities from approving or granting planning permission to build Household Waste Recycling Centres (HWRC), sited in Residential Areas, or where access requires the need to drive through a Residential Area.
Place Restrictions on current HWRC's, built or where traffic needs to pass through a residential area, to limit the number of private vehicles and the size and number of lorries.
