Petition Pay to clean

We should introduce a system similar to that used in Germany. I recently visited Munich to find that the unemployed get paid to clean up the city with bottle collecting / recycling.
The benefits to the community were a cleaner city whilst helping the unemployed financially
The benefits for our country would be that we would be paying the general public to do their bit on recycling whilst earning their benefits.
