Petition Reduce VAT on Home improvements-Kickstart the economy

The Government just do not understand that making planning applications easier to pass or increasing the size one can extend will NOT change the affordability. Reducing the VAT on Home Improvements to 5% or Zero will kick start the economy and allow us to start work where we couldn't afford it. There is Zero VAT on new builds but NOT Home improvements - what's the difference ?
