Without cash, the only way you would be able to get a bank account would be if you had the necessary residency documentation. Thus, illegal immigrants would not be able to live here.

Second, end taxes on wages and VAT. Instead, tax all transactions at 10%. As all money is dealt with electronically, evasion would be impossible.
