This would stop the drain on resources keeping serial killers in jail and may even protect other prisoners.\r\nAnyone may be driven to murder in a crime of passion or a stressful situation and may be rehabilitated. Those who take multiple lives on separate occasions deserve no such consideration.\r\nI request a debate with a free vote to be followed by legislation if carried.","committee_note":null,"state":"rejected","signature_count":1,"created_at":"2012-09-19T02:14:21.000Z","updated_at":"2020-02-16T19:28:26.614Z","rejected_at":"2017-06-21T12:39:28.094Z","opened_at":null,"closed_at":null,"moderation_threshold_reached_at":"2012-09-19T02:14:21.000Z","response_threshold_reached_at":null,"government_response_at":null,"debate_threshold_reached_at":null,"debate_scheduled_at":null,"scheduled_debate_date":null,"debate_outcome_at":null,"rejection":{"code":"duplicate","details":null},"government_response":null,"debate":null,"departments":[],"topics":[]}}}
