As the National Debt is owed by the Government, not the people, why doesn't the government cease borrowing from private banks, issuing promisory notes with debt attached to them and print its own DEBT free notes based on the commonwealth of the nation. The debt would be paid off and the economy recover in leaps and bounds, as Iceland have proved.
