28 days hard labour not jail for first crime committed.
60 days hard labour not jail for a repeated offence after serving their 28 days hard labour.
120 says hard labour for repeated offences.
Finally jail if this fails.
Hard labour should be 18 hours a day, road building, railways, and canals and waterways.
This would not only free the space in the jails in the day time but reduce the repeated crimes as many just don't like hard work and wouldn't like to be given another sentence of hard labour.
Finally to keep the jails free comprise a shift pattern know as hot bunking in the military one in one out. Thus saving bed space, and considerable cost to the tax payer.
Hard labour not sat about watching TV and body building!
