Benefits should only be paid when an individual has paid into the system. In the private sector we pay insurance on our homes, cars, lives etc. and expect to receive the benefits only if we have paid into the policy. There should be no difference with Social Security benefits unless people genuinely cannot work due to disabilities. people should not be expected to receive something for nothing.
