The proposed benefit 'smart cards' disallow payment for alcohol and tobacco products. They should also exclude substances which, though legal, have been shown to have addictive qualities or adversely affect behaviour, such as caffeine.
Claimants should not be able to use these smart cards to purchase tea or coffee (unless decaffeinated), cola and other soft drinks (still or carbonated, unless free from sugar, artificial sweeteners and caffeine) and any milk products with a high fat content (> 2%).
